Exclusively locks a buffer in the query.

Location: wbdata.p

Parameters:

INPUT phBuffer AS HANDLE

Buffer being locked.

Returns: LOGICAL PRIVATE

Notes: Defined as private because its only used by deleteBuffer and lockRow, and there is no check whether this is a table in the query.
